What Exactly is a DXCC Country?

The Huang Yan Dao (Scarborough Reef) debate has once again focused attention on the question of what should be considered a DXCC Country. As many have noted, the modern definition of a DXCC Country is basically the result of sixty-five years of refining the original definition put forth by Clinton B. DeSoto, W1CBD, in 1935:

"Each discrete geographical or political entity is considered to be a country."
